The signature reads "Hiroshige ga" 広重画 ("drawn by Hiroshige"). This is a design from the Hiroshige I series "Meisho Edo hyakkei" 名所江戸百景 ("One Hundred Famous Views of Edo"), originally published from 1856 to 1858.

This design is "Aoi Slope, Outside Toranomon Gate" (Toranomon-soto Aoizaka). An impression at MFA Boston:
