The artist is Osaka-based Shunyōsai Hokkei 春陽斎 北敬 (active c. 1810s-1820s), a student of Shunkōsai Hokushū 春好斎 北洲 (and not to be confused with Hokusai student Totoya Hokkei 魚屋 北渓).
The publisher seal, reading "Senri" 千里, is catalogued by Andreas Marks as having been used c. 1821-1831.
The design looks like a "courtesan with retinue" theme to me, in which case the mallet-head design at upper right could be a brothel crest, but I don't have a fuller interpretation than that at the moment.
