The artist is Utagawa Yoshitsuya 歌川 芳艶, signing as "Ichieisai Yoshitsuya" 一英斎 芳艶. The series title is "Dai Nihon gōketsu Suikoden" 大日本豪傑水滸伝, something like "Heroes of Great Japan: The Water Margin". The featured hero is Inuyama Dōsetsu 犬山道節.

The series was published by Shimizuya Tsunejirō 清水屋常次郎 in either 1847 or 1848 (the censor seals "Hama" and "Kinugasa" appear on another print linked below). The series is credited by Andreas Marks to Kuniteru, and here indeed is a design signed by Kuniteru:

But one can also find others by Yoshitsuya, like this one:

So either the two artists collaborated on one series, or the publisher issued two different series under the same title at about the same time by different artists... the title cartouches do seem to be slightly different shapes, and the Kuniteru designs include additional text whereas the Yoshitsuya ones do not. Anyway I can't find any useful information to help clarify matters.
