I think the artist is Utagawa Kunitama 歌川 国玉, signing "ōju Hōsai" 應需 寶齋 (modern form 応需 宝斎) (translation: "Hōsai, by request"). The artist is a bit obscure, but seems to have been active from the late 1850s into the late 1880s at least.
