I think the artist is Utagawa Kunitama 歌川 国玉, signing "ōju Hōsai" 應需 寶齋 (modern form 応需 宝斎) (translation: "Hōsai, by request"). The artist is a bit obscure, but seems to have been active from the late 1850s into the late 1880s at least.
For another example of the artist's work, see this 1884 book, which contains illustrations signed "Hōsai Kunitama ga" and "Hōsai ga":
