The artist is Utagawa Yoshitora, here signing as "Ichimōsai Yoshitora" 一猛斎 芳虎. The series title is 見立五萃句合之内, which it looks like is read "Mitate gosuiku awase no uchi". The National Museum of Japanese History translates this as "Representations of Five Excellent Haiku".

A different print from the series bears the seal of publisher Minoya Chūsuke 美濃屋忠助. The "single nanushi" censor seal (here "Hama" 濱) dates the design to 1843-1846.
