it comes from a work called "Ansei monroku" 安政聞録 and was drawn by Furuta Shōemon 古田庄右衛門 (aka Furuta Eisho 古田咏処). It depicts the inundation of the town of Hirogawa 広川 in Wakayama by the 1854 tsunami.

Searching with various of the above terms will turn up various alternate images and info.
