The signature is certainly that of Suzuki Kinsen. I read "tsuchinoe-inu (or bojutsu) banshun / Kinsen giboku" 戊戌晩春 錦泉戯墨 ("yang earth dog (1898), late spring / playfully inked by Kinsen").

The lower seal is "Kinsen" 錦泉, but I'm not sure what the upper one is... the first kanji seems to be based on the "gate" radical, 門, but that's all I'm sure of.
