The signature reads "Tsunenobu hitsu" 常信筆 ("painted by Tsunenobu"), and the seal "Kanō" 狩野, so the attribution is clearly to Kanō Tsunenobu 狩野常信 (1636–1713).
I don't know where the design originates, but my guess is that this is a page from a painting manual, and would have featured designs by various "old masters".
