It's a design from a Yōshū Chikanobu series entitled "Imayō Tōkyō hakkei" 今様東京八景 (something like "Eight Views of Modern Tokyo"), published in 1888 by Hasegawa Sonokichi 長谷川園吉.
I can't quite make out the design title, nor find a full transcription anywhere, but it clearly ends with "no rakugan" の落雁 (の落厂), so "Descending geese at ".
As a guess, I think the place name could be Chitosemura 千歳村, but I am by no means certain of that.
