This is a design from the series "Meiyo iro no sakiwake" 名誉色咲分 ("Honorable Flowers Blooming in Different Colors") by Yōshū Chikanobu 楊洲周延. The series was published 1883-84 by Maruya Tetsujirō 丸屋鉄次郎. The carver was Horikō Muneoka 彫工宗岡.

The design title is a bit hard to make out... I get:

大文字楼内 xx 仲之町 xう

Something to do with the Daimonji-rō brothel on Nakano-chō in the Yoshiwara.
