Yes, it's Hiroshige, signing "Hiroshige gihitsu" 広重戯筆. This is number 2 from a series entitled "Tawakegei zukushi" 狂戯芸づくし, which I have seen translated variously as "Collection of comical performances", "Selection of Comic Games" or "Party Entertainment Pictures". The series was published in 1847 or 1848 by Tsujiya Yasubei 辻屋安兵衛.

The Carnegie Museum of Art has designs 1 through 5 (possibly this is the complete series?):
