It's the left sheet of a triptych design by Utagawa Sadahide, here signing as "Gountei Sadahide" 五雲亭貞秀. The design depicts Yoritomo's Hunt at Mount Fuji.

According to Yamada-Shoten, it was published in 1865. The publisher seal is a bit hard to make out, but I think it is for Sasaya Kisuke 笹屋喜助.
