The print is by Kunisada I, here signing "Kōchōrō Kunisada ga". It's the left sheet of a bijin triptych, titled "A flower game in the garden" (Oniwa no hana asobi - 御庭の花えらび). Publisher is Izumiya Ichibei; date 1830s.
