The publisher seal here, reading "Sada" 定, belongs to Kiya Sakutarō 木屋作太郎 (seal references: Marks 16-030, GUDJ 301). According to Marks, this publisher was active c. 1868-1874, so that gives us a pretty narrow date range to work from. I don't see any other obvious date markings, but in my view the colors and content are consistent with an early 1870's publication. It reminds me of a moralistic rabbit-themed Eitaku design from 1873 that I have an impression of:

In terms of the artist, the date puts it firmly in the Yoshitsuya II period.
