If you mean the famous design by Hokusai, it appears in an 1814 book entitled "Kinoe no komatsu" 喜能会之故真通. Some links to high-quality images:

As per the design you actually included in your post, I do know know it, but it looks like the work of contemporary artist Masami Teraoka. See, for example, this 1984 lithograph on a similar theme:
