You are right, the print is by Arai Yoshimune (Toshiyuki, Utagawa Yoshimune II).
It is from the series Sixty-six Selected Snow Scenes (Sensetsu rokuroku dan) (撰雪六六談)
You are on your own with the text in the square title block: 英雄の風雅? The elegance of heros? Hopefully others will chime in here.
The scene depicts, I think, Emperor Hideyoshi and Tea Master Sen Rikyu.
The print dates from 1892.
