The name in the signature is "Gakutei Ichimaro" (or "Gakutei Kazumaro") 岳亭 一麿, a minor artist of the Tenpō era, possibly a student/follower of Gakutei Harunobu.
The print above is the title page for a series entitled "Eight Views of Itsukushima" 厳島八景之図 -- NDL has the whole thing:
