It's an unsigned and undated design issued by Nagoya publisher Izutsuya Bunsuke.

Transcriptions:

"Shinpan Yoshitsune ichi daiki mawari sugoroku" 新版義経壹代記廻双六

"Ezo-koku Yoshitsune daiō" 蝦夷國義経大王 (note that the furigana for the last kanji isn't "おう" but I can't make it out)

Nagoya-shi [Shimo?]-Taruyachō, Izutsuya Bunsuke 名古屋市下樽屋町 井筒屋文助

The game ending seems to follow the tradition that Yoshitsune did not die in Hiraizumi 平泉, but fled to Ezo 蝦夷 (present-day Hokkaido) where he was revered as a god.
