The online resource here was:
'Les Marques de Collections de Dessins & d'Estampes' based on the reference work by Frits Lugt from 1921. You can search in English by type of seal, name or keyword (p.e. ukiyo-e, Japanese, Japonais.

Another resource mostly in Japanese is the NIJL Collector's Seal Database:
(use the advanced search mode, blue button at the bottom of the page - 'Search by/My recommended). Japanese and Western collectors are present.
