That's just an alternate reading of the publisher name.

It's a good catch though -- I pulled my reading from an old NDL catalog that transcribes the second kanji of the name as 曽, which can be read "sō", but the current object record gives 畠, which has no such reading. I think it's pretty clear that the old catalog was in error.

So yes, "Ōbatake Toyojiemon" is clearly a better reading for the name of this publisher.

As per the artist, my understanding is that Nagasaki prints were rarely, if ever, signed by an artist, and this one is no exception. I think it's entirely possible that the publisher was himself the artist, but would be speculation.
