There's an impression of this in the Smithsonian, acquired from the Robert O. Muller collection:

They attribute it to nihonga painter Hashimoto Kansetsu 橋本関雪 (1883-1945).

I've actually puzzled over this attribution in the past... the first kanji doesn't look like "関" to me at all, and the signature looks nothing like the signatures on his paintings. None of that is definitive, of course, but I do wonder what the basis of the attribution is!
