The title text reads "Shinpan kōbako zukushi" しんはん香箱づくし ("Newly-published Assortment of Incense Boxes"). The publisher is Iseya Tatsugorō, here identified as "Isetatsu han" いせ辰版.

There's not a great deal of info there, mostly just simplistic instructions on how to assemble the boxes.

But in the larger images they provide, I can see the signature more clearly -- your reading looks correct.
