I believe this print shows two figures overlooking a vision of the palace at Soma (相馬内裏) in the past. The figure on the right is likely Gama Sennin. (The two bumps on his head are from a toad, or toad skin, he is wearing or carrying on his head.) The figure on the left is, I believe, Taira no Yoshikado. Fair warning, much of the above is based on machine translation so it should be confirmed. The print is illustrated and described in Edo yōkai daizukan: Specters, ghosts, and sorcerers in Ukiyo-e. (2014) at pages 142 and 240. This is a very good Ota Museum catalog.
