The artist is Utagawa Kunimasa IV, here signing as Baidō Kunimasa 梅堂国政 (a.k.a. Kunisada III, Toyokuni V, and Hōsai Baidō). Depicted is Bandō Hikosaburō V 坂東彦三郎 as Akashi Shiganosuke 明石志賀之助 in an 1873 production of "Kantō meibutsu otokodate kagami" (or apparently "Iro Meisho Nozoki Karakuri") 関東名物男達鑑.
