This is a trimmed wrapper for volume 38 of the book series "Jiraiya gōketsu monogatari" 児雷也豪傑譚. The artist signature belongs to Miyagi Gengyo 宮城玄魚 (1817-1880). The main text is publication information for the book, including title and volume number, author (Tanekiyo 種清), main artist (Kuniyoshi 国芳), and publisher (Sen'ichi 泉市). The design appears to me to depict a child frightening another by play-acting as the thunder god Raijin 雷神. I don't know if this theme connects to anything or is "just for fun".
